DESPITE RECENT REPORTS, LEEPER SAYS HE'S STAYING ON

          While "issuing a strong vote of confidence" in
     Pittsburgh Sports & Exposition Authority (PSEA) Exec Dir
     Stephen Leeper, members of the PSEA "vowed yesterday to
     investigate and solve problems in the way it includes
     minority- and women-owned businesses in almost" $1B in
     current public projects, including new facilities for the
     Steelers and Pirates, according to Bill Moushey of the
     PITTSBURGH POST-GAZETTE.  In a three-month investigation,
     the Post-Gazette "uncovered widespread problems in the way
     minority and women contractors are being used on the jobs as
     well as the way the construction statistics have been
     tabulated on that work" (PITTSBURGH POST-GAZETTE, 6/14). 
     Two state legislators are calling for Leeper's dismissal
     after the report on the status of the minority program (see
     THE DAILY, 6/8), but Leeper said yesterday that the PSEA
     "has followed the standard procedures and has committed no
     illegal acts" (Pittsburgh TRIBUNE-REVIEW, 6/14).
