SPURS' HOLT SAYS SLOW TALKS THREATEN NEW ARENA OPENING

          A "frustrated" Spurs Chair Peter Holt yesterday
     "accused county commissioners of missing contract deadlines
     for the team's new tax-funded $175 million arena," according
     to Tom Bower of the SAN ANTONIO EXPRESS-NEWS.  Holt said
     that "failure to timely approve the contracts has placed"
     the arena's projected October 1, 2002, opening date in
     jeopardy.  But Bexar County commissioners "responded quickly
     and said Holt's absence at the negotiating table has
     contributed to the delays."  Bower writes that the "dispute
     marks the first public rift between the Spurs and the county
     [on] the project, which won voter approval" last November. 
     Holt: "We are now at the point in the project schedule where
     we must have signed documents."  Holt also acknowledged that
     cost estimates for the current arena design are over budget. 
     The project's original price tag was $175M as approved by
     voters, but "as recently as two months ago the draft budget
     totaled more than" $200M.  On Tuesday, Holt said the draft
     budget was at $185M for the arena (S.A. EXPRESS-NEWS, 4/26).
