ST. LOUIS MAYOR SAYS BALLPARK DECISION WILL GO TO VOTERS

          St. Louis Mayor Clarence Harmon said yesterday that he
     will "insist that voters approve any plan to use city tax
     money to help finance" a new MLB Cardinals ballpark,
     according to Schlinkmann & Mannies of the ST. LOUIS POST-
     DISPATCH.  Harmon's "cautionary comments came as" Cardinals
     President Mark Lamping called for city officials "to dig
     into" the owners' $370M proposal for a new park to replace
     Busch Stadium.  Under the plan, the Cardinals would
     contribute $120M and they propose a $250M tax-exempt bond
     issue "to cover the rest of the costs" (ST. LOUIS POST-
     DISPATCH, 4/14).  A POST-DISPATCH editorial states that the
     Cardinals have a "tremendous reservoir of good will and
     history.  But the Cardinals owners risk squandering that
     good will with a fast pitch for a new stadium, one that
     whizzes past elected officials -- and the tax-paying public.
     ... It's time for the Cardinals owners to slow down and make
     their case directly to the public, to the fans and elected
     officials whose support they need" (POST-DISPATCH, 4/14).
