EVEN W/STADIUM INCREASE, HOUSTON STILL HAS SIGHTS ON ARENA

          Despite $57M in cost overruns on an originally
     estimated $310M stadium for Houston's NFL expansion
     franchise, Harris County-Houston Sports Authority (HSA)
     Finance Committee Chair Ric Campo said that there should be
     "enough money to build" a stadium and an arena in the city,
     according to John Williams of the HOUSTON CHRONICLE.  Campo:
     "We're right on the edge of our limit but we should be able
     to do it."  Campo said that to finance both facilities,
     interest rates "must remain stable" and "reductions must be
     made" on the football stadium.  Campo added that the HSA
     "can issue" $51M more in bonds, a higher figure than
     officials "thought" in August.  Williams notes the HSA can
     then "finish" $250M Enron Field, build a football stadium
     and "earmark" $80M for an arena (HOUSTON CHRONICLE, 12/2).
