DREAM WEAVER: NEWSWEEK PROFILES SUCCESSFUL JAGUARS OWNER

          Jaguars Owner WAYNE WEAVER is profiled by Adam Bryant
     of NEWSWEEK, who writes that under Weaver's leadership, the
     team has "tinkered with everything from player contracts to
     ticket prices" and that by "just about any measure, the
     Weaver playbook is working," as the Jaguars "have been the
     most successful expansion franchise" in NFL history.  The
     team has a "good record spotting talent" and aims to "sign
     players early by pitching them fair, rather than low-ball,
     offers."  The team also "push[es] for longer contracts than
     most teams, and sign[s] key players to contract extensions
     before" they can file for free agency.  The Jags were the
     NFL's first to ban tobacco ads from their stadium and added
     a Family Fun Zone, "where cursing, as well as alcohol, is
     prohibited" (NEWSWEEK, 11/22 issue).
