CHECK THE TAPE: FILM SHOWS NFL CALLED AUDIBLE ON DRUG TESTS

          At a NFLPA meeting in Maui in '95, the NFLPA "informed
     its membership that a significant number of players had
     failed drug tests," but "were not punished or suspended
     because of a secret agreement" between the NFL and the
     Players Association, according to Mike Freeman of the N.Y.
     TIMES, who reports that "all of the proceedings were
     captured" on more than 40 hours of videotape by a FL-based
     company.  An NFL official "confirmed" last week that players
     who "should have been penalized for failing drug tests under
     the old agreement were not."  The official said that the
     decision "was a concession" the NFL gave to the NFLPA "as
     part of negotiations on a more comprehensive drug policy." 
     The official puts the number of players who failed tests
     "and should have been suspended" at 16, while one owner puts
     the number at "more than two dozen" (N.Y. TIMES, 8/30).
