DALLAS CITY COUNCIL APPROVES TAX ZONE FOR NEW ARENA

          Dallas' sports arena developers will be "repaid" $25M
     "plus at least" $15M in interest for building roads and
     utilities under a tax plan the Dallas City Council "adopted"
     yesterday, according to Robert Ingrassia of the DALLAS
     MORNING NEWS, who notes the decision was reached "after an
     hour of contentious debate."  Ingrassia writes that the 11-2
     vote "clears the way" for the Dallas school district to
     decide "whether to set aside" $20M in property tax income
     during the next decade to help repay the developers. 
     Council member Laura Miller, on the $25M figure: "Welcome to
     the slush fund for the arena" (DALLAS MORNING NEWS, 8/26).
