ACTION AND REACTION: NTRA THINKS TWICE ABOUT TAX ON SALES

          The NTRA will "re-examine the way it raises money,
     specifically" the 1% tax "imposed on the buyers of horses at
     auction sales," according to Joseph Durso of the N.Y. TIMES,
     who writes that the NTRA's decision is in response to
     "criticism from the breeders and buyers of race horses." 
     Magna Int'l Founder & Chair Frank Stronach: "It's easy to
     say somebody else should pay for something.  Why tax the
     buyers of horses?  The key question is: Will it be for the
     common good of racing?  The N.T.R.A. has a noble purpose,
     but it is going in too many directions with a sizable budget
     and overhead."  NTRA VP/Communications Chip Tuttle, on
     restructuring the budget: "Some of our marketing programs
     would be put in serious jeopardy" (N.Y. TIMES, 8/25).
