QUIET, PLEASE ... CHICAGO RACETRACK TOLD TO KEEP NOISE DOWN

          Citations "will be issued" to Chicago Motor Speedway
     because noise from Sunday's CART race "wasn't just
     earsplitting, it was illegal," according to Carlos Sadovi of
     the CHICAGO SUN-TIMES.  The "noise limit" in Cook County is
     58 decibels, but readings "skyrocketed" to 93.5 decibels
     during the Target Grand Prix.  Nearby residents are also
     "beginning a petition drive to reduce noise and may try to
     get the racetrack declared a public nuisance."  Cook County
     Board of Commissioners Chair of the Environmental Control
     Committee Joseph Mario Moreno, on the decibel level: "At
     that level, it's like sitting on a lawn mower that's
     continuously on.  [The readings] were just below a
     jackhammer."  The track owners "face a maximum" $1,000 fine
     for each offense (CHICAGO SUN-TIMES, 8/24).
