TRAVELING DOWN A PRICIER ROAD IN DALLAS WILL COST EXTRA $$

          Infrastructure projects "related" to Dallas' new sports
     arena will cost "nearly" $38M, "roughly double the original
     estimate," according to Robert Ingrassia of the DALLAS
     MORNING NEWS, who cites a plan "completed this week."  Arena
     builder Hillwood Development "must pay the extra" cost
     because the city "capped its contribution" to the projects
     at $12.5M.  But Ingrassia notes that taxpayers will "repay"
     Hillwood $25M "plus millions in interest" if the firm
     "follows through on its pledge" to build apartments, offices
     and stores around the arena.  Ingrassia: "Much of that money
     could come from the Dallas school district" (DMN, 8/20).
