SPORTS PROGRAMMING IMPACT ON CABLE COSTS SEEN AS LIMITED

          A General Accounting Office (GAO) study released Friday
     by U.S. Sen. Byron Dorgan (D-ND) found that "the cost of
     sports programming had only 'limited' impact on cable-TV
     rates" based on '97 data, according to MULTICHANNEL NEWS
     ONLINE.  However, the report "warned that the impact could
     increase due to higher TV rights for major sports leagues." 
     The GAO studied data on 15 cable systems and found that
     sports programming accounted for about 29% of all
     programming costs and "about" 6.8% of monthly cable
     subscriber bills.  Non-sports programming accounted for
     "about" 17% of monthly bills.  The GAO concluded that
     "sports-programming costs may have a greater impact in the
     future, when the increased costs of recent contract
     agreements with major sports leagues are more fully
     reflected in cable operators' rates" (MULTICHANNEL NEWS,
