RALEIGH ARENA'S HAVES AND HAVE NOTS IN NCSU ALCOHOL POLICY

          The NC State Univ. (NCSU) "faithful" will be divided
     regarding alcohol consumption at Raleigh's new sports arena,
     "those who can drink and those who cannot," according to Ned
     Glascock of the Raleigh NEWS & OBSERVER.  Building manager
     and Hurricanes parent Gale Force Holdings has decided that
     "fans with the cash or connections to catch the action from
     luxury boxes and party suites" will be able to drink, while
     the "cheaper seats will simply be dry."  The decision has
     "surprised" NCSU administrators, who "insisted two years ago
     in their contract for using the arena that it be kept
     alcohol-free for collegiate athletics."  The Hurricanes say
     that they "cannot tell corporate executives and other sky
     box holders that alcohol is off-limits in their private
     rooms, ... especially when sky boxes go for" $110,000-
     140,000 a year.  Glascock writes that the "two-tiered"
     alcohol policy "threatens to undermine" NCSU's efforts to
     discourage student drinking (Raleigh NEWS & OBSERVER, 6/27).
