DON'T INVITE BILLY PACKER AND DAVID STERN TO SAME PARTY?

          CBS college basketball analyst Billy Packer tells USA
     TODAY's Rudy Martzke, "I don't believe David Stern wants to
     see a solution to the flood of college players leaving
     early.  There's no doubt it benefits the NBA to see the
     colleges be as weak as possible in marketing, TV contracts
     and advertising."  But Stern said, "We have made proposals
     on this subject to both the NCAA and our players
     association, and we hope to get a positive response from
     either or both.  To the NCAA, we've proposed a system of
     loans to players who stay in college, tacking on a year
     before a player can become a free agent for every year he
     comes out before the age of 20.  Billy is so busy promoting
     himself that he, as usual, hasn't done is homework.  If he
     calls, I'd be happy to set him straight" (USA TODAY, 5/21).
