49ERS WOULD NEED VOTER OK IF THEY HAVE HEART SET ON 3COM

          S.F. Mayor Willie Brown said yesterday that if the
     49ers want to renovate 3Com Park rather than build a new
     stadium, they would "have to go back" to the city's voters
     for approval, according to Edward Epstein of the S.F.
     CHRONICLE.  Brown's comments came after Monday's report that
     the team was dropping plans for a stadium/mall complex due
     to increasing costs.  But Brown said the team cannot use
     $100M in lease-revenue bonds that the city's voters approved
     in '97, and instead would need to put another measure on the
     ballot.  49ers Stadium Project Manager John Wasson said no
     final decisions had been made regarding a stadium (S.F.
     CHRONICLE, 1/12).  A S.F. CHRONICLE editorial reminds the
     team that the bond was "not an open-ended gift. ... It came
     with strings attached.  Big strings" (S.F. CHRONICLE, 1/12).
