FACILITY NOTES

          The future of Miami Arena, after the Heat and Panthers
     move to new facilities, is examined in a multi-part feature
     in the MIAMI HERALD.  The arena, which will house the ECHL
     Matadors, will also compete for "community" or "family"
     events.  The building "needs only three or four sold-out or
     well-attended events per month to break even" (MIAMI HERALD,
     8/31)....Standard & Poor's Ratings Services said it has
     affixed a "strong A-plus rating" to San Diego's convention
     center expansion bonds.  But citing the "possible impacts"
     of the $411M ballpark project on the General Fund, S&P
     lowered the city's fiscal outlook from "stable" to
     "negative" (UNION-TRIBUNE, 8/29)....In N.Y., City Council
     Speaker Peter Vallone filed suit in Bronx Supreme Court
     against Mayor Rudy Giuliani to "force a voter referendum" on
     Yankee Stadium (N.Y. DAILY NEWS, 8/29).
