FACILITY NOTES

          The N.Y. City Council voted 39-7 to hold a referendum
     on November 3 regarding a new stadium for the Yankees in
     Manhattan, but NYC Mayor Rudy Giuliani said he "has a plan
     to stop it."  Giuliani plans to "post a superseding
     referendum vote on changing the City Charter," a move that,
     under NY state law, "moves any other questions off the
     ballot" (Frank Lombardi, N.Y. DAILY NEWS, 6/25).  David
     Seifman of the N.Y. POST writes that Giuliani "hopes a judge
     will decide [in his favor] when the matter ends up in court,
     where everyone expects it to end up" (N.Y. POST, 6/25).
     ...The Dallas City Council agreed yesterday "to condemn
     property for parking and roads near its planned new sports
     arena (DALLAS MORNING NEWS, 6/25).
