MEDIA NOTES

          U.S. Rep. Edward Markey (D-MA) introduced legislation
     yesterday that would extend federal cable TV rate
     regulations beyond their expiration date of March 31, 1999. 
     Markey said that "competition hasn't emerged in the cable
     field, as lawmakers envisioned two years ago."  Markey has
     21 co-sponsors, primarily Democrats (WASHINGTON POST, 2/26).
          PERSONALITIES: Brad Sham will return to the Cowboys'
     radio booth for KVIL-FM to call play-by-play after a three-
     year absence.  He will team with Babe Laufenberg.  The pair
     replaces Dave Garrett and Mike Doocy (DALLAS MORNING NEWS,
     2/26)....Former Islander Wayne Merrick is the color analyst
     for Isles radiocasts on WLIR-FM (N.Y. DAILY NEWS, 2/26).
          NOTES: USA TODAY's best-seller book list features a
     look at ice skating books "Beyond The Top 50."  No. 225 is
     "Tara and Michelle: The Road to Gold" by Wendy Daly; No. 226
     is "Tara Lipinski: Triumph on Ice" as told to Emily Costello
     by Tara Lipinski; and at No. 232 is "My Sergei: A Love
     Story" by Ekaterina Gordeeva with E.M. Swift (USA TODAY,
     2/26)....ESPN Radio will debut "RPM Radio: NASCAR Now," a
     two-hour weekly program, on Friday at 8:00pm ET, hosted by
     ESPN's John Kernan (ESPN Radio).
