          In Denver, Alan Snel reports that the city of Denver is
     "ready to list the conditions" in a letter "under which it
     will release" the Broncos from their Mile High Stadium lease
     so the team can "pursue a new home."  Also, a committee of
     the Denver stadium board yesterday recommended that state
     money "help defray the cost" of a $300M stadium project
     (DENVER POST, 12/10)....The CA Secretary of State's office
     said that the city of San Francisco "violated state law" in
     the 49ers stadium vote by "failing to provide secrecy
     envelopes for voter's ballots."  The mistake "could become
     an important factor in a lawsuit" that was filed by DC-based
     Voting Integrity Project last week "seeking to invalidate
     the election" (S.F. EXAMINER, 12/9).
