CFL'S TORY AIMS TO REINTRODUCE GATE EQUALIZATION PLAN

          CFL Chair John Tory will "propose a reinstatement of
     the league's gate equalization plan when governors convene
     next week in Hamilton," according to Mark Harding of the
     TORONTO STAR.  The plan was "shelved" last season when
     "teams committed significant portions of their revenue to
     propping up ailing sister franchises in Vancouver, Ottawa
     and Montreal."  But Tory is looking to re-establish the plan
     as the league "enjoys significant attendance gains in the
     west," and is "buoyed by increased stability and a projected
     profit by season's end."  Under equalization, teams with the
     highest average attendance would pay 10% of their total gate
     to those that "had struggled."  Tory is also considering a
     gate-sharing plan under which visiting teams receive a
     "fixed amount" for the '98 season (TORONTO STAR, 9/11).
