DALLAS STILL CONFIDENT ARENA DEAL CAN BE REACHED WITH MAVS

          Dallas officials "downplayed" discussions between
     Mavericks officials and other cities about a new arena and
     predicted yesterday that the talks will "ultimately" lead
     the Mavs and the Stars to reach a deal for a new downtown
     Dallas arena, according to Justin Bachman of the FT. WORTH
     STAR-TELEGRAM.  Dallas Mayor Ron Kirk characterized the
     Mavs' contact with other cities as a "shopping" trip (FT.
     WORTH STAR-TELEGRAM, 8/22).  But in Dallas, Gillman &
     Hartzel report that Kirk accused the Mavs' owners of
     "failing to budge on their demands."  Kirk also said the
     planned development would be worth "far less" than the $1B
     touted by Mavs Majority Owner Ross Perot Jr.  Kirk:
     "Everybody's going to have to move.  They've moved in the
     sense that their billion-dollar deal has come down a half-
     billion."  Mavs negotiator Tom Luce disputed the mayor's
     assertions, saying the project has "never changed" and that
     the city is using low estimates (DALLAS MORNING NEWS, 8/22).
          OPINIONS & COMMENTARY: In Dallas, an editorial stated,
     "Rather than wasting time with the suburbs, the Mavericks
     should focus on the chasm between the teams' financing plans
     for a new arena and the proposal City Manager John Ware has
     submitted" (DALLAS MORNING NEWS, 8/22).  Also in Dallas,
     Randy Galloway: "Ever wonder why the Cowboys call Irving
     home?  Ever wonder how the Rangers came to be in Arlington? 
     Wonder no more.  The answers and history may be repeating
     themselves, even as we speak" (DALLAS MORNING NEWS, 8/22).
