DOCUMENT SHOWS REDS ARE CONSIDERING PSLS FOR NEW BALLPARK

          Hamilton County, OH, officials and the Reds are talking
     about selling PSLs "to pay for part of the team's financial
     contribution for a new ballpark," according to Lucy May of
     the CINCINNATI ENQUIRER.  The club's latest written
     proposal, submitted to the county in June, offers the sale
     of charter ownership agreements (COAs) as part of the team's
     $30M contribution to construction costs.  But County
     Administrator David Krings said that COAs for the Reds "has
     not been agreed to."  The latest proposal also calls for a
     "mutually acceptable" riverfront site and a "feasibility
     study" of the site to be completed "to the Reds'
     satisfaction.  If the team doesn't like the results, it can
     walk away from the deal" (CINCINNATI ENQUIRER, 7/8).
          MORE REDS DETAILS: In other details of a proposed
     stadium deal obtained last week by the ENQUIRER, May
     reported that the Reds have asked the county for a ballpark
     costing "at least" $235M "for which they would contribute
     $30 million upfront and pay $2 million a year in rent for 10
     years."  In return, the team has asked "for all revenue from
     baseball and non-baseball events and forgiveness of any
     past-due rent."  The Reds also want a county-built 4,000-
     vehicle parking structure adjacent to the stadium and
     parking revenues (CINCINNATI ENQUIRER, 7/3).
          TICKET TAX: Cincinnati's City Council increased its
     admissions tax from 3 to 4% for nine years to aid public
     schools.  The increase "should be small enough to appease"
     entertainment reps, including the Bengals/Reds, who had
     threatened to fight the measure (CINCINNATI ENQUIRER, 7/3).
