ST. PAUL HOCKEY ARENA INTERIM FINANCING PLAN UNVEILED

          St. Paul hockey boosters, "scrambling" to close a new
     arena deal before the NHL picks expansion teams next week,
     unveiled an interim financing plan yesterday that would
     extend the city's half-cent sales tax for six years and
     increase the arena ticket surcharge from $1 to $1.50,
     according to Curt Brown in the Minneapolis STAR TRIBUNE. 
     The $130M facility would be built on the site of the current
     St. Paul Civic Center only if the NHL awards the city a
     franchise.  The $65M of city revenues would be used to cover
     the loan only if the Legislature failed to approve Gov. Arne
     Carlson's "pledge" to include $65M for the new arena in his
     '98 bonding bill (Minneapolis STAR TRIBUNE, 5/29).
