SUPPORTERS OF NEW 49ERS STADIUM MUST CONVINCE VOTERS

          With the proposed Candlestick Point stadium complex
     trailing by 8% in a recent poll, "proponents will have to
     convince voters that a new stadium benefits the people as
     well as the 49ers," according to Yoachum & Epstein in the
     S.F. CHRONICLE.  A "number" of political figures will be
     relied upon, along with team President Carmen Policy, to
     push the "Build the Stadium -- Create the Jobs" campaign.
     Yoachum & Epstein report that 49ers consultant Jack Davis
     described a strategy that stresses "the economic soundness
     of the project, the appeal of a new ... shopping mall and
     the worthiness of providing thousands of new jobs."  Davis:
     "It's clearly and convincingly about jobs and economic
     opportunity."  According to Clint Reilly, a political
     strategist who opposes the complex, the referendum will pass
     if supporters "convince people it isn't going to cost them
     money" and the project is "in the interest of civic pride
     and the overall urban economy" (S.F. CHRONICLE, 3/11).
