LEAGUE NOTES

          Leaders of the Pro Football Coaches Association and the
     NFLPA are set to meet this weekend in Washington, DC, to
     discuss the formation of a union for coaches.  NFL owners
     "likely will argue that coaches are supervisors and managers
     and therefore are not eligible under federal labor law to
     unionize" (WASHINGTON POST, 2/28)....In N.Y., Frederick
     Klein examines the state of USAT&F, writing that the "best
     thing" that could be done for the sport "on the elite level
     of competition" would be to "junk the creaky practice of
     paying athletes primarily through individually negotiated
     premeet guarantees in favor of rewarding what sport is
     supposed to be about" (WALL STREET JOURNAL, 2/28)....On the
     recent indictments of three NBA refs on tax evasion charges
     stemming from travel expenses, Bill Lankhof writes in
     Toronto, "NBA officials forgot what travelling violations
     were years ago" (TORONTO SUN, 2/28).
