MAYOR WILLIE BROWN MAKES 49ERS STADIUM A "PERSONAL" ISSUE

          S.F. Mayor Willie Brown is "making June's vote on a
     bond issue for a 49ers stadium a personal referendum" and
     has told city residents to "trust him to negotiate a final
     agreement to finance a huge stadium-retail mall complex,"
     according to Edward Epstein in the S.F. CHRONICLE.  If he
     gets voters' approval, Brown "would proceed to negotiate
     with the 49ers and the team's partners on a host of issues 
     surrounding the development at Candlestick Point, which is
     mostly city-owned land."  In his campaign, Brown will
     emphasize "his view that the city will make in the area of
     $1.8 million a year off the mall-stadium development, that
     the city's general fund will not be tapped to pay the bonds,
     and that thousands of jobs will be created for city
     residents" (S.F. CHRONICLE, 2/26).
