DALLAS CITY MANAGER HAS "NO DOUBT" ABOUT DOWNTOWN ARENA

          Dallas City Manager John Ware "guaranteed yesterday
     that an arena for the Mavericks and Stars will be built in
     Dallas' central business district, and said the team
     providing the most money for the project will see its
     development plan move forward," according to David
     Markiewicz in today's FT. WORTH STAR-TELEGRAM.  The
     statement came "in response to concerns" that project delays
     could lead to the arena being built in Arlington.  Ware:
     "There is no doubt in my mind that we will have an arena in
     downtown Dallas ... We have no competition.  We don't
     consider Arlington competition.  The arena will be built in
     downtown Dallas" (FT. WORTH STAR-TELEGRAM, 2/20).  An
     editorial in the DALLAS MORNING NEWS addressed the arena
     stadium issue: "City officials cannot make a sound public
     policy decision until they have solid business figures to
     weigh.  The city's goal is to keep both teams within the
     city limits" (DALLAS MORNING NEWS, 2/20).
