DECISION DAY: Dade County voters will decide today whether an arena should be built on Biscayne Bay for the Heat. In Detroit, Wayne County voters decide on Proposition S, a referendum on county tourism taxes on hotel rooms and rental vehicles. Revenue would be appropriated to the construction of side-by-side downtown facilities for the Lions and Tigers (DETROIT NEWS, 11/5).
