NOVEL IDEA COULD HAVE BUCS ROLLING IN THE DOUGH

     Due to an "novel" and "wide-open contract clause known as
`development rights,'" the Bucs will retain control of 30 acres
around a new stadium, reports Larry Dougherty of the ST.
PETERSBURG TIMES.  The draft lease requires the city and county
to agree not to enact laws that interfere with the Bucs' use of
the development area and requires the city and county to join in
any request by the team to seek zoning approvals, permits, etc.
The draft includes plans to build parking garages, retail shops,
restaurants, offices and other businesses.  Rick Nafe, Exec Dir
of the Tampa Sports Authority, says the Bucs' deal is "rare among
stadium deals," and Univ. of Chicago economist Allen Sanderson
says, "This is the first time I've heard it come up."  According
to Hillsborough County Dir of Planning and Development Management
Gene Boles, as long as the team maintains sufficient parking
around the stadium, its "air rights" to build upward is
"unlimited" (ST. PETERSBURG TIMES, 7/14).
