STADIUM ISSUES TO BE PUT ON VOTING BLOCK IN HOUSTON

     Harris County Judge Robert Eckels and Houston Mayor Bob
Lanier plan to take plans for new football and baseball stadiums
to a referendum, according to the HOUSTON CHRONICLE.  An
election, which could take place in May '97, is not required by
TX law, because neither Eckels nor Lanier intend to issue general
obligation bonds to finance construction.  However, the pair say
they are willing to face the risk of voter rejection because
taxpayers have the "democratic right to say yea or nay" over what
could be more than $625M in spending.  Astros Exec VP Bob
McClaren says the club "likely could not wait" until May '97
because Owner Drayton McLane wants the team in a new facility by
April '99.  McClaren:  "We need something as concrete as possible
as soon as possible.  Waiting so long is not in our best
interest" (John Williams, HOUSTON CHRONICLE, 6/23).
