TAX REFERENDUM FOR BUCS IN DOUBT DESPITE TAGLIABUE LOBBY

     A proposed stadium tax for the Bucs cleared its first step
when a FL House Subcommittee narrowly passed the measure by one
vote, despite help from NFL Commissioner Paul Tagliabue.  But in
the Senate, the "future of the stadium deal looked even more
bleak," as members voiced opposition. The bill would allow
Hillsborough County residents to vote on a 5% tax on rental cars
for the proposed $168M stadium.  Tagliabue lobbied for "most of
the afternoon, pitching the football team as a major force in
economic development and all but promised" a Tampa Super Bowl in
'99 or 2000.  But it "wasn't the warmest of receptions for the
league's chief" (Metz & Bartlett, TAMPA TRIBUNE, 4/16).  State
Sen. Fred Dudley asked if the Bucs have asked to leave if the tax
doesn't pass.  Tagliabue:  "They haven't asked.  I told them not
to ask, frankly.  I told them to get back to the negotiating
table."  In St. Pete., Peter Wallsten writes it is clear "the
Bucs have grown from a local issue to a matter of statewide
concern" (ST. PETERSBURG TIMES, 4/16).
