THE LATEST FROM TAMPA: NATIVES GETTING RESTLESS WITH BUCS

     Tampa stadium backers believe Bucs Owner Malcolm Glazer's
"increasingly obstinate stance" over stadium issues stems from
the fact the team is trying to meet all NFL rules to move,
according to the TAMPA TRIBUNE.  Hillsborough County Commissioner
Joe Chillura said Monday he thinks the Bucs are worried about
getting sued if they try to move.  Bucs GM Rich McKay released a
letter late Sunday night saying stadium negotiators have lied to
the team and public. McKay also demanded a practice facility as
part of any stadium package, and said the Tampa Sports Authority
has to pay maintenance and operation costs for the new stadium.
Officials claim the Bucs are trying to establish that the city
and county haven't negotiated in good faith.  The county is
expected to formally respond to the letter, possibly today (Joe
Henderson, TAMPA TRIBUNE, 1/23).  New Coach Tony Dungy said
location of the team was not part of his negotiations, but he was
told the No. 1 priority was to keep the team in Tampa (Nick
Pugliese, TAMPA TRIBUNE, 1/23).
