BUSINESS COALITION TO UNVEIL FUNDING PLAN FOR BEARS TODAY

     This afternoon, the funding plan for building a new stadium
for the Bears in Gary, IN, will be revealed to local politicians.
Whatever the specifics of the proposal, it is "bound" to require
public funding which will be a "major hurdle" for local
politicians and taxpayers, according to the CHICAGO TRIBUNE.  The
TRIB's Kiernan & Christian report, "They want the Bears to
revitalize their overtaxed, underemployed community, but they
don't want to pay the taxes to lure them here because they're
overtaxed and underemployed" (CHICAGO TRIBUNE, 11/15).  In
Indianapolis, Mary Francis notes it is "unlikely" the Bears
moving to Gary would cut into the Colts' ticket base as the Bears
will keep their Chicago identity and most of the Colts fan base
is in central Indiana (INDIANAPOLIS STAR/NEWS, 11/15).
