JUDGE STALLS DC ARENA PROGRESS: HEARING SCHEDULED FOR TODAY

     DC Superior Court Judge Linda Turner Hamilton yesterday
ruled it was "likely" the city had not followed proper procedures
in awarding a downtown arena project to Caps/ Bullets Owner Abe
Pollin, according to the WASHINGTON POST.  The ruling comes after
Black Entertainment TV President Robert Johnson appealed to have
bidding reopened.  The ruling could delay groundbreaking, which
is scheduled for next week.  Pollin has said he needs to start
construction next week in order to open for the '97 NHL and NBA
seasons.  He has also told the city "he won't move" if the
deadlines aren't met.  Washington Sports Exec VP Wes Unseld
called on the city to "find a remedy."  Another hearing is
scheduled for today (Haggerty & Miller, WASHINGTON POST, 10/11).
