DC ARENA FACING HISTORICAL OBSTACLES; INCLUDING WATER SYSTEM

     In testimony before the DC Historic Preservation Review
Board, city officials and consultants hired by the National
Capital Planning Commission said they have unearthed unique
remains of what could be a makeshift water system on the land
slatd for Bullets/Caps Owner Abe Pollin's new arena, according to
the WASHINGTON TIMES.  The discovery could make the site eligible
for nomination to the National Historic Register which would
hinder Pollin's efforts (Lorraine Woellert, WASHINGTON TIMES,
7/11).  The DCHPRB does not have veto power over the area, but
will make recommendations to the DC government and the federal
National Capital Planning Commission (Maryann Haggerty,
WASHINGTON POST, 7/11).
