DETAILS EMERGE ON LABOR AGREEMENT; SELIG, FEHR SPEAK OUT

MLB Commissioner Bud Selig and MLBPA Exec Dir Donald Fehr announced at a 1:00pm ET news conference today that the league and union reached agreement on a new labor contract.  The deal runs through '06.  Selig: "This is an historic agreement because it represents for the first time in baseball history that we have reached a collective bargaining agreement without the loss of a single game.  We also believe that this agreement will make significant contributions to restoring competitive balance. … We expect to go through a formal ratification process with the clubs within a week."  Fehr added, "Any collective bargaining agreement requires substantial accommodations by everyone.  Our prior agreements have done so; this agreement does so.  But maybe this one gives us a chance to bring the game some stability that it hasn't had and return the focus to where it belongs."  Neither side disclosed details (THE DAILY).

ESPN.com reports the agreement calls for $258M "to be transferred annually from richer clubs to poorer clubs.  The deal will be phased in, with 60 percent being transferred in the first year, 80 percent in the second and full implementation of the $258 million in the third and fourth years."  Also, in an effort "to avoid the chaos of this year, when the sides were working without a contract."  This deal calls for the terms on revenue sharing and the luxury tax "to rollover into 2007 if a new CBA still is being negotiated."  Additionally, players agreed "not to challenge any contraction moves in 2007.  The worldwide draft has been set aside for further study" (ESPN.com, 8/30).

The AP reports that the threshold for the luxury tax will "start at about $117 million in 2003, rising to about $137 million in 2006" (AP, 8/30).

Cubs player rep Joe Girardi: "I'm thrilled.  I'm really happy to be going back, and I'm really thrilled for the game.  I was optimistic all the time.  People realize after '94 that we couldn't afford another one.  We couldn't go down that road again" (MLB.com, 8/30).

D'Backs CF Steve Finley, on reports that three unnamed teams told Fehr that they would not support a strike: "I think that was absolutely a false statement.  There was never three teams that were even close.  We had a conference call that had everybody on there and everybody was in full support of our union" (ESPN, 8/30).

COWBOYS CALL OFF ANTICIPATED DEAL WITH ANDY PETREE RACING

The long-discussed arrangement between Andy Petree and the Cowboys will not be completed, as the DALLAS MORNING NEWS reports, "There won't be any silver and blue cars with the Cowboys star on them in NASCAR Winston Cup racing next season."  Petree said, "It's very surprising to me.  I thought this was headed in the right direction.  I had agreed to everything in the contract, but this kept dragging out" (DALLAS MORNING NEWS, 8/30).

SONICS, STORM ENTER TICKET EXCHANGE AGREEMENT

Ticketmaster today announced the launch of Ticketmaster TeamExchange with the Sonics and the Storm.  TeamExchange creates an online forum for season-ticket holders to sell their unused tickets to other fans.  The Sonics and Storm become the second NBA and WNBA teams to announce the TeamExchange product (THE DAILY).

FIAT TO SIGN ON AS SECOND SPONSOR FOR '06 WINTER OLYMPICS

The HOUSTON CHRONICLE reports that the Texans "have been trying to hire at least 215 overtime officers to control traffic around the facility" for the team's second home game tonight.  As of Thursday night, "only 140 officers" had agreed (HOUSTON CHRONICLE, 8/30).
